change in LEN transfer regulations

Has anyone seen or heard about changes in the transfer regulations? I have heard: when a new player gets a contract, the club has to pay 10.000 euro to the players old club, if he or she is on the national team. But I can't  find anything on LEN's web page. Is this correct?
